How do I get into a top 20 PHD program for Economics

How do I get into a top 20 PHD program for Economics?
If I get a masters at a reputable state university school, and do very well, could I get into a top 20 program? I am using a MA as a stepping stone for a PHD because my undergraduate grades were not great. Any suggestions would be very appreciative! I am very motivated and want to know wat it will take in my position. Thanks!

Yes, getting good grades in a masters will help. However, the big factor will be your research performance as a masters student. You will want to impress professors (and most importantly, your advisor) with your motivation, curiosity, and problem selection skills so that they will write letters that say they thing you would make a top-notch PhD student. Ideally you should aim to get a publication, maybe present some posters and give short talks. You want to act as much like a PhD student as possible so that they will realize that you would make a good PhD student at their school.
