I have never heard of Brandeis so Penn State must be better :D

Here are some statistics for you: Penn State ranked 42 worldwide (see first website below) Ranked highly (28) in Zimmerman's EDIRC list (second site) Penn State 37 in Coupe's citation ranking (third site) However, if you are in a position to choose between Penn State and Brandeis, make sure that you choose the institution that has a faculty member or two whose methods you find congenial, and who will be available for you to study closely with over the next decade. In other words, regardless of ranking, if you love a particular professor's method, respect her publications, and find her area of study to be a good match with yours, and regard two or three other professors in that department as superb potential mentors, then CHOOSE THAT PROGRAM. Be sure to find out whether that professor and those two or so others are tenured full or associate professors, and whether they are likely to leave while you are there. Also, before you choose, do make sure to visit and talk with current students. It may be that the program that is most highly ranked in terms of faculty research is also a lousy program in terms of teaching. Any respectable program will help you get in touch with current students so that you can ask these questions out of the faculty's earshot. Anyway, best wishes to you.

The only thing I'd add to Professor X is to review the process for your dissertation and the requirements. If you want to study Bayesian analysis and only one prof is there, but you have to endure a significant macro theory inundation, it may not be the best fit. I'm assuming your GRE scores are top-notch to be able to consider these two schools. For those of us who are at the minimal level, some of the choice has been made.
