I am thinking about either going into the financial sector or with a government, NGO or World Bank type group. Would an MA in Econ help me out? Even if it is from a top 20 school.

Yes. If you go into the financial sector, pursue financial econometrics and the economics of financial markets. You'll need good stats and calculus knowledge, but it isn't too bad (love Mathematica, SPSS and Excel!) I would think that the NGO, Gov't (Public Policy) would require more policy analysis and macro/micro theory and application. I went the financial route myself.
